Image reporting system

Image reporting system will allow admins to know
if the image is offseen any user can report an image
and admin will be notify via mail

then admin can visit the user gallery and delete
that image.

Guest can not report any image.

Example : http://frienzy.com/?L=pictures.gallery&id=3 login before visit the gallery..

Basically, I would like a reported image to automatically be removed from the users account, leaving them with an alert that tells them they're picture has been removed. What would it take to do this?

Well.. This can be done but how about if a spammer started to report all the images without any cause.. and all the images would be deleted without admin knowing about it..?
